We want deeds, and not eco-rubbish nor eco-promises
Waste disposal in Naples and in Campania is a hoary problem, and to call it "emergency" is a mockery that adds to the damage inflicted to the popular masses and the environment. From 1994, on the so-called emergency waste it has been constructed a system of power and business that has enriched right and left politicians, criminals and industrialists, extraordinary commissioners, committees and subcommittees and consortia. It is a system that has swallowed billions of euros with public funding and increasingly stiff taxes on waste, paid by the popular masses of Campania. The several judicial inquiries are been useless, and so it was the Parliamentary Commission of Inquiry into the cycle of waste in Campania established in 1995. The waste has become the main centre of business and profits for local governments and parties of the Center Left and Center Right, for the Camorra and industrialists fr om all over Italy who found places for disposing at low cost their toxic waste, making Campania the dustbin of Italy. Everybody keeps on gaining on health and life of the popular masses of the region. The result is the environmental and sanitary disaster that is under the eyes of the whole country and the entire world!
Against this criminals' gang, the popular movement against dumps and incinerators come into action in the recent years is struggling with determination.
In these days (and during every periodic "waste crisis") political parasites and speculators, together with bishops, trade unionists, experts, journalists and intellectuals are telling a lot of cock and bull stories about the causes of this disaster, trying to muddy the waters for covering those who are the real responsible, for perpetuating the "business system."
All are united in trying to lay the responsibility on the popular masses.
Some say that "Neapolitans produce more garbage than others". As a matter of fact, the data of 2006 on the production of municipal solid waste say that Campania produces about 2.8 million tons of waste (below Lombardy: 4.8 million tons and roughly equal to Emilia-Romagna and Tuscany ).
Some others say that populations do not want incineration plants because their selfishness and localism lead them to "lack of sensitivity to the collective needs." Actually, citizens rightly do not trust the speculators and profiteers who manage the business incineration, as they are the same people who have managed the various emergencies waste for these years and have produced the current environmental and health disaster.
Some others say that Neapolitans "have not ecological sensitivity given that they do not do the "differentiate waste disposal", as if the organization and management of differentiate waste disposal depended on the choice and the will of individuals and not by those who have managed and manages the common welfare in such a criminal way.
Those who fight because do not want to keep on falling ill and dying because of legal and illegal plants of collection and incineration of municipal and industrial wastes are pointed out as violent and lawless people. Actually, they have thousands reasons to fight against those who have created a real health disaster: the World Health Organization, the High Institute of Health and Campania Registry of congenital malformations speak for them: Campania exceeds the national average for mortality (+9 % for men and +12% for women), liver cancer (+19% for men and +29% for women), nervous system diseases (+83%)!
In recent years, some people more "leftist" and honest have repeatedly denounced the connivance between bourgeois politics, public administration, legal economy and organized crime, that throng of wheeling and dealing, patronage system, corruption, intrigues against the masses held behind the curtain of the theatre of bourgeois politics. The substance of their complaints is that they show one or the other of the many real and responsible people for the environmental and health disaster of Campania. Tthe limit is that they do not put the pieces together, that they do not get the root of the problem.
Their complaint is a blunt weapon if it not connects itself to the right mobilization of popular masses, and if it not highlights that is the imperialist bourgeoisie's system of power of our country (industrialists, bankers, senior officials, businessmen, cardinals, etc.) and its branch in Campania that created and creates this disaster, which fuels this extermination war. Only so we can explain why the dozens of investigations and police operations occurred over the years against the trafficking of waste has had no effects or nearly, the business relationships (the money did not smell) combining Camorra and praiseworthy industries in the northern for the disposal of industrial waste or in the construction of incinerators (Romiti and the company Impregilo in July 2007 were indicted for aggravated fraud against the state and fraud in public supply just for the construction of incinerators).
The truth is that "rubbish is gold" for the Italian imperialist bourgeoisie and in particular for that of Campania: for entrepreneurs (those who "economize" on the management of dangerous waste committing it to the Camorra, and those who pocket various funding and grants for waste management and make profit from the marketing of products derived from waste), for bankers (who participate in the sharing of eco-profits and the recycling of dirty money washing it in exchange of a fair percentage); for Camorra men (who organize and manage legal and illegal transport and disposal), for bourgeois politicians of various kinds and color (who won positions of power, receive bribes and favors for themselves, their families and their clique); for officials, consultants, technicians of Public Administration and of the various committees , subcommittees, etc.. paid to fill seats; for the trade unionists of the regime recycled as consultants, experts and even extraordina ry commissioners (is the case, for example, of Andrea Losco, trade unionist who made a career for himself: municipal councillor, then provincial, then regional, then President of the Campania Region and Extraordinary Commissioner for the waste from 1999 to 2000, currently a Member of the European Parliament) for the Vatican Court that shares the partition of eco-profits thanks to the important place it occupies in the Italian financial system.
The prolonged and firm mobilization of the popular masses of Pianura, Quarto and other areas of Naples has so far prevented to resolve this latest crisis reopening any old or new dump, leaving things go as usual, and people continuing to fall ill and die of waste.
Against the fierce struggle of the popular masses, the Prodi -D'Alema-Bertinotti government and his green Minister throw off the mask: failing to break the fight against the reopening of the dump with the charges of police and carabineers they have sent the army and the butcher De Gennaro (distinguished himself for the massacres in Naples and Genoa in 2001 and because of this recently promoted Chief of the Cabinet of the Ministry of Interior). Then they appealed to national solidarity (and here is the scam), for making other regions accept to put the waste of Naples in their storage and incineration plants.
The populations of these regions, starting from Sardinia, did well rising against their politicians' decision to accept waste from Campania: the solidarity with the people of Campania is not to share the waste, but mainly to support their struggle, to protest against police charges and the sending of the army, to join the mobilization against the Prodi government and the Bassolino and Jervolino Councils and all those who are responsible for the environmental and health disaster in which Campania is, to support the claims of the inhabitants of Pianura, Quarto and other areas of Naples and neighborhoods, to enlarge the struggle front against the devastation of the environment and health and against who did it yesterday and today.
Someone turn up his nose saying that "it's a mobilization promoted by the Right". To rightly assess what's happening we must take some questions in account:
-- Where there is no left to organize the mobilization of the popular masses it is "normal" that the right tries to make use of it, to use it for its own political aims;
-- Denigration and diversion are means of the class struggle that the bourgeoisie uses by handful and skillfully; depending on the target it wants to catch, it uses the more effective argument, as we have seen for the struggle of Pianura, Quarto and other parts of Naples: they say that's illegal, violent, headed by bully people, by Camorra men, terrorists, social centers, dictated by selfish interests, etc.
-- When it was in government, the Centre-Right (besides doing the same things the Centre-Left does now), got rid of every fight, mobilization, strike of workers and popular masses saying that it was the usual work of "a handful of professionals organizers of demonstrations" and of the "communists"; now that is at the opposition it is pretending to be the "champion "of those same struggles that yesterday denigrated and repressed and it is trying to slip in and exploit them to collect votes, consents and followers.
-- Bourgeoisie needs the support or at least the consent of the masses to its popular measures of war, misery and devastation. Therefore, the bourgeoisie in general and the most reactionary one in particular, is doing its tests of reactionary mobilization of popular masses through the fascist organizations.
We state that the reactionaries and the Right, ultimately, can not be champions and promoters of popular masses' interests (their sponsors and masters receive serious damage if the mobilization of the masses grows), and that ultimately any member or part of the popular masses faces only two ways to preserve, defend and improve their conditions of life and work: either join the other workers to remove the direction of the imperialist bourgeoisie on society and to establish a new socialist society (revolutionary mobilization of the masses) or participate, under imperialist bourgeoisie's orders, in the robbery of other parts of the popular masses (reactionary mobilization of the masses). This also applies to the struggle against waste and indicates the task of communists and workers advanced within them.
The inhabitants of Pianura, Quarto, and other areas of Naples have experienced on the battlefield who are the allies on whom rely, the enemy to be fought, the false friends, or the friends with many ifs and buts. The committees against the High Speed Train, against the enlargement of the US base of Vicenza and the other signatories of the National Agreement of Mutual Aid and Solidarity have called for 19th January a day of national mobilization in support of the people of Campania and for a new policy on waste "to show everyone that the devastation of the territories takes different forms in different places but everywhere the logic is the same: every problem becomes an emergency to be solved to the detriment of citizens, and every opportunity is good to impose choices that do not solve problems and create new damage."
Our Party, through the sections of Naples Flegreo, Ponticelli and Ercolano, has promoted and participated in the fight against the reopening of the dump of Pianura and demands a solution to the problem of waste corresponding to popular masses' interests. The fight exploded in December has been prepared by a work of mobilization, guidance and organization started in latest May with the electoral campaign, in which the environment defense and the client management of waste cycle by the institutions were one of our fundamental arguments developed with committees and individuals contacted during the election campaign. Through distributions of leaflets and assemblies our Party has promoted the organization of the fight against waste. So it is born the Flegreo Committee for Environment and Territory, which has organized rallies together with the Association Resistance (formed by a group of young of Quarto also contacted during the election campaign), collected signatures, took part in the task force on waste established, under pressure of people's struggle, by the Mayor of Quarto, obtained to use the headquarters of the municipal council to hold its meetings and brought forward the platform developed by collecting requests the popular masses made in assemblies.
Some of our comrades committed in this struggle even become targets of attacks and repressive threats by profiteers and politicians who wallow in political and Camorra-like speculation that seeks to divert, divide and weaken the popular mobilization. In these days we have publicly denounced these threats and expressed solidarity with our comrade David Secone and other members of the CARC Party of CARC and with those who are in the struggle forefront against waste threatened by Camorra men arm in arm with the fascists of National Alliance and Social Alternative and hand in glove with the police, the carabineers and the army led by butcher De Gennaro.
The devastation of the environment and of popular masses' health is not unavoidable or an upset, but a product of the social capitalist order and of masters, Vatican and organized crime's direction. Only the struggle of the popular masses can slow down and stop the devastation of the environment and health. In order to give strength and extension, these struggles must also lead the elimination of capitalism.
The Communists must promote and support every struggle for environmental and health protection, joining them to the struggles against war, for the defense of the salary, for the defense of the conquests of civilization and prosperity and addressing them against the bourgeoisie and its criminal social order, for making Italy a new socialist country and so create the conditions for a final solution of the problem of environment and health.
Let us support and promote all popular masses' struggles against the devastation of the environment and health!
Let us support the struggle of the people of Pianura, Quarto and other areas of Naples and Campania!
Let us protest against police charges and the sending of the army to reopen dumps and put in action incinerators in Campania!
Against the government Prodi – Dalema – Bertinotti and his representative in Campania Bassolino, let's support and organize the mobilization of the popular masses!
Let us join and organize initiatives for the National Day of solidarity with the people of Campania, on 19 January!
Let us judge each party and every exponent not by the promises they make but from how truly, practically and deeply they support the absolute demands of popular masses and promotes their sacrosanct fight in defense of environment and health!
Not a vote, not a penny, no support for the parties who vote in favour of reopening and the start of dumps and incinerators! Not a vote, not a penny, no support for the parties that support the sending of the army in Campania!
Let's build a People's Block of solidarity, mobilization and struggle, that participates in the elections to raid the theatre and siege the bourgeoisie inside its institutions, to strengthen the mobilization against the devastation of the environment, against the high cost of life, against war, against precariousness and the attack to our rights, to support without ifs and buts the interests of workers, pensioners, students, housewives, unemployed!
